Romania's courier market in 2026: figures, operators and lockers
Romania's postal services market reached 7.3 billion lei in 2025, almost double its 2020 level, and parcels have become the main source of revenue. Below are the key public figures, gathered in one place, with the source next to each table.
At a glance
- 372 million parcels in 2025 (+10%), roughly 20 parcels per inhabitant.
- Three operators deliver 74% of domestic parcels: Sameday 35%, FAN Courier 27%, Cargus 12%.
- Sameday took over Cargus in August 2026, subject to conditions imposed by the Competition Council (Consiliul Concurenței).
- More than 10,500 lockers at the end of 2025; one in four domestic parcels goes through a locker.
- Since 2026, small parcels from outside the EU pay a 25 lei fee, plus the EU customs duty of 3 euros from 1 July 2026.
Market size
Revenue and parcel numbers grew at the same pace, roughly 14% a year between 2020 and 2025, so the average price of a parcel stayed practically unchanged, at around 15 lei.
| Year | Postal market (bn lei) | Parcels (m) | Letter mail (m) | Lockers |
|---|---|---|---|---|
| 2025 | 7.3 | 372 | 246 | over 10,500 |
| 2024 | 6.5 | 335 | 267 | over 8,200 |
| 2022 | 4.66 | 232 | 303 | about 4,450 |
| 2021 | 4.18 | 218 | 333 | about 2,480 |
| 2020 | 3.75 | 192 | 338 | about 1,020 |

Online shopping generates roughly 80% of parcel traffic. Delivery is fast: in 2025, 9 out of 10 domestic parcels arrived within one working day at most, and the average was 1.2 days (ANCOM).
Main operators
The ANCOM market share refers to the number of domestic parcels in 2025; the financial figures come from the financial statements filed for 2025, as published in the press.

|---|---|---|---|---|
| Sameday | 35% | 1,440 | −35.5 | 1,431 |
| FAN Courier | 27% | 1,549 | +55.9 | 3,950 |
| Cargus | 12% | 618 | −80.6 | 701 |
| GLS România | – | 530 | +40.1 | 302 |

The ten largest courier companies together had a turnover of 5.84 billion lei in 2025 and a net result close to zero, according to the same Economedia analysis. There were 425 authorised postal service providers active on the market at the end of 2024. For international parcels, the largest operators are DHL, FedEx (formerly TNT) and UPS.
Sameday's takeover of Cargus
Sameday, part of the eMAG group, announced the acquisition of Cargus from the MidEuropa fund in June 2025. The Competition Council authorised the deal in April 2026, with commitments, and the takeover was completed on 3 August 2026. The price was not made public.
- Cargus customers' contracts remain unchanged for 12 months from the decision.
- The Cargus locker network must be sold to an independent operator.
- Couriers have non-discriminatory access to deliveries from eMAG Marketplace, based on objective criteria.
- eMAG has no access to competitors' commercially sensitive data; an independent trustee monitors the commitments.

Lockers and pick-up points
The number of lockers has grown eightfold since 2019. At the end of 2025, ANCOM counted more than 10,500 lockers, each handling an average of 24 parcels a day. The networks are closed: each locker only takes parcels from its own courier.
| Network | Lockers (December 2025) | Share |
|---|---|---|
| easybox (Sameday) | 5,983 | 59.3% |
| FANbox (FAN Courier) | 2,476 | 24.6% |
| GLS ParcelLocker | 1,189 | 11.8% |
| DPD | 268 | 2.7% |
| Cargus Ship & Go | 169 | 1.7% |
Source: Economica.net, based on eAWB data (total 10,085 for these five networks, December 2025; a different source from the more than 10,500 lockers counted by ANCOM, hence the difference); FAN Courier announced 3,000 FANbox lockers in June 2026.
ANCOM rules for lockers: the parcel must remain available for at least 36 hours after notification, and redirection to another locker is only allowed with the recipient's consent. A parcel in a locker is tracked with the same AWB as any other parcel from that courier.
Networks announced for 2026–2027: FAN Courier over 4,000 lockers, GLS over 2,500 by the end of 2027, DPD 1,000 by the end of 2026. Since August 2026, Packeta has also been using Poșta Română post offices as pick-up points.
Shipping platforms
If you send parcels rarely or run a small shop, shipping platforms offer rates negotiated with several couriers in one place. xAWB.ro has no commercial relationship with any of them.
- woot.ro: courier bookings for individuals and businesses, with several couriers.
- Ecolet: platform and API for individuals and online shops (the Alsendo group, which also owns Innoship).
- eAWB: courier services marketplace for online shops.
- Colete Online: courier comparison and booking, with plug-ins for online shops.
- Packeta: pick-up point network and platform for online shops.
- International: Eurosender, Sendcloud, Packlink.
Parcels from outside the EU
Since 1 January 2026, parcels sent to private individuals from outside the EU, worth less than 150 euros, pay a logistics fee of 25 lei. From 1 July 2026, the EU's temporary customs duty of 3 euros per tariff category in the parcel is added. In 2025, ANCOM estimated almost 6 million parcels from outside the EU, or one in four international parcels received.
